The Compliance Function works closely with the individual business units and group control functions to ensure compliance with national and international laws and regulations applicable to the various units of the Deutsche Börse Group and its business activities. The compliance function has a proactive role in the identification of possible compliance or reputational risks, including those that may arise in connection with new activities and products. Clearstream Compliance works in partnership with Group Compliance which is responsible in defining group-wide compliance policies, supports their uniform application within the group entities, and provides centralised services to prevent money laundering and terrorist financing, international financial sanctions, anti-corruption, data protection, and the prevention of conflicts of interest and related securities law requirements.
Compliance established a control function in the context of IT compliance, with a special emphasis on the relevant banking regulatory requirements (CSSF, MAS, MaRisk/BAIT) as well as relevant requirements from European Institutions (EBA, EU-CSDR) in the area of Information Technology. The position is responsible for IT compliance regarding Clearstream Banking S.A. and will be in Luxembourg.
Support the monitoring of regulatory obligations and requirements, and emerging market practices in IT governance / IT compliance
Advise IT/Product units on compliance-relevant issues, ensuring the proper implementation of IT-relevant standards and regulations (including CSSF Circulars/MAS notices) as well as relevant local or European requirements.
Develop and apply compliance policies relevant to IT business units and control their implementation.
Support the establishment of a group-wide control framework in terms of control requirements and control activities in the sense of a "2nd Line of Defense" and coordinate their local application
Conceptually develop and prepare relevant risk analyses
Carry out independent controls on the appropriateness and effectiveness of the technical and organizational set-up of IT
Prepare reports to board / management and other relevant bodies
Conduct and support Compliance Assessments on relevant/material IT initiatives, including the Cloud infrastructure
Provide support on the communication with regulators, associations, and IT compliance officers from other institutions
Interface and contact person for the currently established projects for the sustainable termination of findings in relation to IT compliance
Inform and train employees regarding IT compliance issues
University degree in computer science or business informatics, economics, finance, law or comparable qualification with a focus on IT
Knowledge of the legal and regulatory requirements relevant to Clearstream Banking S.A. would be an asset
Experience working as an internal or external auditor with the focus on IT reviews and controls
Alternatively, several years’ experience in the IT area of a financial services company, ideally functionally entrusted with the control of IT processes and IT organization
In-depth knowledge of IT standards applicable to IT management (e.g., COBIT or similar reference models)
Attention to details and organizational skills
Ability to communicate and negotiate, including the ability to understand complex issues in a way that makes it comprehensible to third parties
High level of initiative, dedication, and motivation
Proficent in MS Office
Very good spoken and written English (French and/or German is a plus)
