The Outsourcing & Controls unit supports the Clearstream Fund Services entities and business units in managing outsourced services. It ensures a consistent first and second line of defense approach across all relevant business owners, including the establishment and monitoring of performance standards, coordination of outsourcing relationships and execution of risk assessments. Your main responsibilities will include:
- Ensuring operational compliance with strategic and regulatory requirements, including oversight of new or modified outsourcing arrangements
- Maintaining adherence to regulatory obligations and ensuring proper documentation from a compliance perspective
- Identifying notification requirements to competent authorities and coordinating the submission of necessary materials via Regulatory Compliance
- Implementing and continuously improving outsourcing management and oversight including corresponding control and monitoring processes
- Providing timely updates to Executive Boards on all relevant outsourcing matters
Your responsibilities:
- Analysis of regulatory changes in relation to outsourcing, reviews and updates of the Outsourcing & Third Party Risk Policy, procedures, templates and questionnaires accordingly
- Regular review of the Outsourcing & Third Party Risk framework
- Provide guidance and training to 1st Line of Defense functions with regards to the application of requirements for outsourcing
- Dedicated contact person for 1st Line of Defense functions, control functions as well as internal and external auditors on outsourcing matters
- Maintain the overview of the outsourcing portfolio (Outsourcing Register)
- Conducting identification and regulatory relevance assessments for new or changed contract relations in order to define the relevance of a potential outsourcing
- Initiate and perform the Risk Assessments related to specific outsourcings in the role as a 2nd Line of Defense function
- Contribute to vendor specific information to the Vendor Risk Assessments
- Initiate the Annual Outsourcing Review, including triggering the performance of Outsourcing Risk Assessments for all active outsourcing relations in scope as well as the review of corresponding Action/Exit Plans
- Prepare documents with regard to new or changed outsourcings as a basis for decision-making by the Executive Board
Your profile:
- A university degree in economics, business administration or related field
- 1-3 years of relevant work experience
- Financial Services background and experience with outsourcing and the pertaining laws and regulations (e.g. CSSF 22/806, EBA Cloud Guideline, DORA).
- Strong analytical and problem-solving skills, with a critical mindset and a proactive, responsible attitude
- Team spirit and communication skills, with the ability to collaborate effectively across functions
- Proficiency in Microsoft Office tools (Excel, PowerPoint, Word)
- Fluency in English, both written and spoken
